Project objectives:
Evaluation of the NAFO Fisheries Observer Scheme to assess strengths, weaknesses, opportunities and threats of this means of monitoring, control and surveillance as applied to EU fishers. The project analysed the performance of the Programme against other Programmes in North America, Namibia and CAMMLR. The consultants made a number of recommendations to improve the scheme and consider alternatives following an assessment of performance (ability to detect infringements), value for money and cost effectiveness relative to other alternatives means of deployment.
