This document was prepared as a framework and background document for an expert consultation on improving planning and policy development in aquaculture. A desk study approach was used to review existing information and present relevant case studies on policy planning and development processes, and on key features of policy implementation. Comment was also made on indicators for monitoring and evaluating policy implementation.
